    NelsonHall's Q3 2011 ITO Index Call announced a 50% in IT outsourcing bookings. The decline is equally spread across Europe and North America. Public sector, thanks to North America, is performing better (-25%) than commercial (-50%). Level of new scope contracts (versus renewals and extensions) is stable but at low levels. The impact of this low level of bookings plus the macro-economic conditions, which may impact discretionary spend embedded in IT outsourcing contracts, will be felt in 2012,. NelsonHall is announcing a significant slow-down in IT outsourcing spend in 2012, and is announcing spending could fall to as low as minus 4% (worst-case scenario), down from a positive 2% in 2011.
